I couldn't find it in the bios either. Are you sure the USB ports remain active when the PC is turned off? If it's on standby that would be understandable, but off completely I don't understand. Sorry. 😢
Yes, PC off, USB ports are still powered! Incredible these days when we talk about energy saving (and also that it reduces the lifespan of my disks which are connected to it!)

I did a test on my S5 computer. USBs are turned off when the computer is turned off. It is surprising that in your case this is not observable!

@Gottfried Rentzsch Hi. I've noticed the same with mine as well. Did you manage to find the setting to turn off the power to USB on shutdown?
@D Christ I am having the same problem with the Front USB-C and just combed the bios but didn't find anything.
